Prof. Maulilio John Kipanyula is a distinguished Tanzanian academic, researcher, and science, technology and innovation leader. He is currently serving as Vice Chancellor of the Nelson Mandela African Institution of Science and Technology (NM-AIST), Arusha Tanzania. He holds a PhD from the University of Padova, Italy (2012), a Master’s degree from University College London, United Kingdom (2004), and a Bachelor of Veterinary Medicine from Sokoine University of Agriculture (SUA), Tanzania (2001). Over the course of his career, he has held several strategic national and international leadership positions in higher education, science, technology, and innovation. He served as Director of Science, Technology and Innovation for five years and as Acting Director of Policy and Planning at the Ministry of Education, Science and Technology, Tanzania. He has extensive experience in institutional leadership and governance, having served on University Councils, Boards, and Commissions at national, regional, and continental levels. He is the Vice Chaiperson of the Council of the Indian Institute of Technology Madras – Zanzibar. He served as a member of the Board of the Partnership for Skills in Applied Sciences, Engineering and Technology (PASET), an Africa-led initiative supported by the World Bank. He also served on the Regional Steering Committee of the African Centres of Excellence Phase II (ACE II) and on the Supervisory Board of the Southern Africa Innovation Support Programme (SAIS), a regional programme implemented across Southern African Development Community (SADC) member states. Between 2018 and 2021, Prof. Kipanyula successfully chaired the national committee responsible for the preparation and negotiation of the World Bank-funded Higher Education for Economic Transformation (HEET) Project in Tanzania, valued at USD 425 million and implemented across 22 higher learning institutions from the 2021/2022 to 2025/2026 financial years. He also served as National Coordinator of the ACE II Project, valued at USD 24 million. In addition, he supervised the preparation and negotiation of the World Bank-supported Secondary Education Quality Improvement Programme (SEQUIP), valued at USD 500 million, which commenced implementation in 2020. Prof. Kipanyula possesses extensive experience in advancing higher education, research, science, technology, and innovation systems. His leadership has significantly contributed to institutional transformation, policy development, strategic partnerships, and the promotion of research and innovation for sustainable socio-economic development.
